The Migration Tasmania’s skilled nominated team recently held a webinar to discuss the visa allocation for the 2024-25 program year. With updated policies, new occupation pathways, and changes to eligibility criteria, this year’s program offers a streamlined process to help individuals and employers navigate the migration landscape.
Let’s explore the key updates and features of Tasmania’s Skilled Migration State Nomination Program for 2024-25.
Program Allocations for 2024-25
Out of a total of 2,860 nomination places that have been allocated to Tasmania across two key visa subclasses only 674 active ROIs are remaining:
- Skilled Nominated (Subclass 190) Visa: 2,100 places: 798 nominations have been recorded, 281 applications not yet finalised, 352 active ROIs remaining.
- Skilled Work Regional (Subclass 491) Visa: Out of the 760 places: 267 nominations have been recorded, 119 applications not yet finalised, 322 active ROIs remaining.
These allocations ensure Tasmania can attract skilled talent to address its workforce needs while providing pathways to permanent residency for eligible candidates.
Key Features of the 2024-25 Skilled Migration Program
- Priority Attributes Update
- Introduction of a new “orange-plus” attribute category to prioritize certain candidates.
- Green attributes are now reduced but guarantee an invitation to apply for nomination within eight weeks of submitting an ROI.
- Candidates with orange-plus attributes are prioritized and likely to receive invitations within six months, with faster processing for those who achieve multiple orange-plus attributes.
- Updated Tasmanian Onshore Skilled Occupation List (TOSOL)
- 18 new occupation groups, covering 78 individual occupations, have been added to address critical skills shortages.
- Candidates working in these occupations with a relevant skills assessment and employment qualify for permanent visa nomination under the Subclass 190 pathway after just six months of work.
- Income Threshold Adjustments
- Income thresholds for eligibility and priority attributes now reflect updated Australian median earnings and the Temporary Skilled Migration Income Threshold (TSMIT). Migration Tasmania views pay rate above $73,150 as a very strong indicator of skilled employment. Salary at or around National Minimum Wage ($24.10/ hour) is not consistent with a skilled role.
- Critical Roles List Changes
- 37 new occupations added, while 30 occupations have been removed.
- Removed occupations remain a priority for nomination if they are included in the updated TOSOL.
- Increased Service Fees
- The service fee for nomination applications is now $360 (plus $36 GST). Submitting an ROI remains free of charge.
- ANZSCO Vs OSCA
- Migration Tasmania will continue to refer to ANZSCO (Nov 2022 Version)
- Pay and Salary Attributes
- Will consider employment of 20 hours per week or 9 hours per week whilst studying.
- If working casually, the 25% loading rate is not considered – only the base rate is accepted.
- Overtime not accepted, but penalties for weekends, public holidays, or work outside regular hours are accepted.
- May be able to claim priority attribute due to regular work that attracts penalty rates (e.g., always working on Sundays, with overtime rate).
- Overseas Candidates
- Invitation Round for the New Year:
- Focus on health, allied health, and education sectors.
- Eligibility for 190 Nomination:
- Health and allied health employees may qualify if they secure a job offer.
- Profiles and Pathways:
- Candidates should look at profiles on the Overseas Applicant (OSOP) website, specifically under the Invitation Only Pathway.
- Skill Select Contact:
- Candidates with matching skills and experience may be contacted through Skill Select.
- Recruitment and Invitations:
- Recruitment contacts may be provided.
- Candidates could be invited to apply for a Subclass 491 nomination.
- Subclass 190 Nomination:
- If a job offer is presented, candidates may be eligible for nomination under Subclass 190.
- Priority Attributes for Business Operations
- Employment vs. Business Ownership:
- Candidates cannot claim business attributes if they are also claiming employment attributes.
- Business Ownership Requirements:
- Sole business owners (or businesses jointly owned with a spouse) must claim business attributes, not employment attributes.
- Income Criteria for Business Owners:
- For business operations, income must be personal income, meaning it is received directly by the individual as income—not the overall business revenue.
Additions to the Tasmanian Onshore Skilled Occupation List (TOSOL)
The updated TOSOL targets industries experiencing significant recruitment difficulties, offering skilled migrants’ faster pathways to permanent residency.
Newly Added Occupation Groups:
- 1311 Advertising, Public Relations, and Sales Managers
- 1322 Finance Managers
- 1351 ICT Managers
- 2242 Archivists, Curators, and Records Managers
- 2333 Electrical Engineers
- 2611 ICT Business Analysts and Systems Analysts
- 4112 Dental Prosthetists, Hygienists, and Technicians
Examples of Specific Occupations Added:
- 135111 Chief Information Officer
- 233911 Aeronautical Engineer
- 234211 Chemist
- 261113 User Experience Designer
- 411214 Dental Therapist
Candidates in these occupations with relevant skills assessments and employment can access the Subclass 190 Skilled Employment Pathway for permanent residency.
Occupations Removed from the Critical Roles List
While 30 occupations have been removed from the Critical Roles List, they remain eligible for nomination under the updated TOSOL. Notable removals include:
- 133111 Construction Project Manager
- 233211 Civil Engineer
- 234111 Agricultural Consultant
- 312111 Architectural Draftsperson
These occupations still hold high priority but may require additional criteria or pathways to nomination.
Updated Policy Guidance and Clarifications
To ensure fairness and streamline processes, the program introduces clearer guidelines for eligibility:
- Income Thresholds: Align with updated national median earnings and the TSMIT.
- Employment Criteria: New definitions of skilled employment emphasize roles at ANZSCO Skill Levels 1, 2, or 3, and exclude roles below the National Minimum Salary.
- Excluded Roles: Clarifications on specific business operations, such as parcel delivery contracting services, are now included.
